Property registrations post mother demise

My mother died leaving a non registered property which was under construction. I would like to know if my father can get it registered in his name and what process we need to follow ? I have 2 brothers who have no objection .

You may show the agreement to sell and any other document to an able lawyer specializing in revenue/property/civil matters.
Being legal heirs you should be able to resolve the matter.

Whether any agreement to sale exist in favor of your mother, if so how old and what are the terms?
In Whose name property is?
What is meant by property under construction / by whom / what are conditions?
Has full consideration been paid?

Besdies the questions raised by expert Mr. Rajendra K Goyal, which I fully agree, I would like to know who is the owner of the property possessed by your deceased mother?
