Protection of herotage buildings

Recently, a heritage building was razed in Pune. It was sold to a builder who is building a residential building in its place. The razed building was the residence of Lokmanya Bal Gangadhar Tilak and the birth-place of Pune festival and Kesari newspaper. It was declared as a "grade 3 heritage building" but now it is gone.
I want to protest this, but I do not know the laws for protection of heritage buildings. Where can I find these laws or rules or guidelines?
According to the news reporter who covered this news, it is a grade 3 heritage structure.

The name of the building is "Vinchurkar Wada"
