In pf malfunction who are responsible if there is cheating with employee.example I f suppose I am employee and I have left organization and applied for pf withdrawl but I have recd information that som other person or any one withdrawal my pf with fake name and with fake account no.

The employer or other empowered officer who recommended the withdrawal and the employees of pf office are responsible. File FIR.

The employer (or to be more specific concerned HR personnel entrusted with duty of attesting the PF forms) that has attested the form and concerned o/o RPFC at which claim is processed.
Demand the certified copy of attested PF forms from employer and RPFC.
The RPFC is under purview of RTI hence RTI route can be adopted.
Approach a lawyer at your location and issue a legal notice. This may set the pace.
