Sir i am working in a cooperative bank which is government of india enterprise.now i want to apply for a psu job.in advertisement they r asking noc for people working in psu(includeing banks).now my question is am i need to submit noc(my bank is not psu) n what is the difference b/w psu n government of india enterprise

Yes, you may also have to get NOC and submit the application. The might not have elaborated in the advertisement, but they would certainly expect NOC from your bank as well.

NOC or reliving letter is part of recruitment process in all organisation, this is basically done to establish the intergity of the employee...Even if one company does not insist for NOC, it is always advisable to obtain the same- To safegaurd against any issue post resignation.

Yes U have to submit NOC.
PSU & Government of India Enterprise mean the same. There may be a little difference in the shareholding e.g. as in a Public-private Enterprise.

Apply through the department or obtain the NOC.

You have to enclose NOC or apply through proper channel.
If the time limitation does not permit to do the above, you can send advance copy and then you can send the above in original.
This is process/ sequence in all recruitment which can't excluded
