Yes. A common man may file a PIL.

PIL can be filed by any citizen of country whose reghts are affected by the orders of Govt.

It is neither necessary nor compulsory to file a PIL by or through a lawyer.
However, it would be better to engage a prudent lawyer as it involves many technicalities where an ordinary litigant may have to suffer / withdraw or get cost imposed.

For filing PIL you personally should be disinterested in the subject matter or at the most benefited as part of society.
