For Filing a criminal complaint , whether locus standi is required to file this complaint or any person can file a criminal complaint even he is not an affected party.

some judgment if possible pls.

Any body can file a criminal complaint. See section 190[c] Cr.P.C.

In my opinion there are certain exception under section 198, 198A , 199 of Cr.P.C. and cases of public nuisance.

It is only possible if the aggrieved party has died and the complainant is his close relative.
Otherwise it is not possible.
