respected sir/madam, my parents don't have marriage certificate or marriage affidavit n now they require it for making their passport so my question which of the above documents should be done 1.marriage certi, 2.marriage affidavit.

A Marriage affidavit is sufficient.

3. Declaration 2 above to be ignored by applicants who seek endorsement of name of spouse in respect of reissue of a previously issued passport.

Generally they charge Rs.200 for the entire thing. You can approach the passport agent outside the Passport office who will do it.
