Query regarding h form

Suppose there are 3 company x,y,z in same state.
Y purchase material from x against h form.
Z purchase same material from Y against h form.
Now Z export same material.
Can Z submit bill of lading to X company.?
It is valid or not plz reply me soon.

I discuss with my advicer he told that Z issue h form to Y and Y issue h form to x along with Z bill of lading

I think your Adviser himself needs sound Advice in the first place. TO PUT IT MILDLY HE IS NOT CORRECT IN HIS VIEWS. BETTER DO NOT GO BY HIS ADVICE IN THIS MATTER.

Form H is made for small manufacturer/trader who do not have the export license so they can sell the goods to exporter for export against form H and the exporter must have the order in his hand at the time of purchasing the goods against Form H. Dear Anirudh is very much right.
