PWD B& R is charging lease money from petrol pumps in Haryana on account of use of (BURM)kacchi land adjoining to highways,i want to know under which rule/act/notification/provision they are charging this amount.kindly enlighten me,thanx

Lease money can be charged only when there is an agreement between the lessor and the lessee. Lease essentially arise out of contract. Unless there is an agreement, lease money cannot be charged.

Bansal ji! Definitely PWD B & R is charging the use money of berm but it is not in the name of any lease rather it is use charge and department is within its rights to charge this amount as per its own rules.
