I am a state govt employee. My date of oppt was on 10/7/1999.Due to personal problems I was absent to the duties from 3/2/2009 to 2/9/2015.Rejoined on 3/9/2015 after submiting my medical fitness.Joining order was given stating that absent period is considered as EOL,as a punishment 3 annual grade increments will be stopped with out cummulative effect.Now 3yrs completed .Will I get annual grade increments of EOL period as well as punishment peroid ? My admn staff are telling I need to loose all together 9 annual grade increments.Is it correct ? Can u clarify and help me?

You are lucky that the deptt did not know how to deal with cases like you.
6 years is quite a big time for them to conduct ex-parte inquiry (if you do not report for inquiry despite notice) and dismiss you from service. They were either lenient or stupid. It is six months job only for them at the most.
Even this EOL is illegal as none can be granted a leave which is more than 5 years in one spell.
You cannot get any increment for the period for which you did not get any salary.
Your next date of increment was Feb 16.
Before that date there was no increment which could be stopped. The penalty operates on the next increments only.
Three increments have been stopped no you will now get next increment in July 2019.

Yes. really you are lucky person. no government employee sanction any leave beyond 5 years. Your department may not be observed your leave exceeded 5 years. so no question of sanction of increment during the time. After completion of one year service from the date of re-joining (after leave) your increment will be sanctioned. but due to punishment, 3 annual grade increments will be stopped. these three increments will not be sanctioned in future. you lost it.

If the EOL on medical grounds,notional increments will have to be allowed evry year and postponed 3 increments will accrue after three years in one jump with pay protection subject to the orders in force.

It is also not understood how a penalty could be there if there is EOL.

Yes, the facts posted are confusing. How come the question of penalty?
given facts indicate that the deptt may have committed more stupidity ( as they failed to dismiss you by ex-parte inquiry) and this stupidity can be seen when facts are disclosed.
