sir it seems your quary is in complete.
in our country though we dont have specific status governing the refegue rights but in many cases our government permit people with UNHCR certificate.
refuges are people who has left their native country under compelling circumstances,they are not criminals,all over the world they are given special protection.
In the instant case the person concerned needs to contact the indian high commission through the UNHCR stating vividly the purpose of the tour.for proper sanctions.
It would have been bater if you can specify what kind of tour.
