Refusal to put on rubber seal while receiving letters

Recently, I served a letter to the headmaster of a govt. aided school. He accepted my letter, and signed my copy (o/c) but refused to put on the official rubber stamp (round seal) on my copy.
What are the rules in this regard?
Also, what is the legal validity of my o/c copy without a stamp/seal?

It is only a matter of procedure, not of any law or rule. Is it that you have faced any adverse consequences in the absence of the office seal in the office copy?
Anyhow, you have option to bring the matters to the notice of the official superiors.

I haven't faced any adverse consequences as yet. However, the letter is of utmost importance. It may cost me dearly If he refuses its receipt.

Don't make "if" queries. If the office of the rubber stamp/seal is missed you may request the officer, he will do it.
