Sir , I am a employee working in Central Armed Police Force( BSF, CISF , CRPF etc).Can we file a complaint before Central Administrative Tribunal regarding service matters in which all the departmental channels are already approached. Is the procedure too complex like filing a case in the courts.How can we register a complaint before CAT in which we are in duty in far interiors of the country. Can we sent details of case through post. Kindly give necessary Instructions.

The procedure of CAT is quite simple. Application/petition could be submitted through post. This could be filed at the respective Bench where the employee is posted or where cause of action had arisen.

It can be filed by post. This can be filed at bench having jurisdiction in area of posting of employee or where cause of action arose.

Before, filing petition to the CAT, you may have to follow some statutory procedures.
* Giving your representation to your controlling officer.
* Appealing against the order passed by the controlling officer
* Revision petition against the orders of appellate authority.
* If you are affected by all the above orders, you can approach the CAT.
* In any of the authority does not make any order and delays the process, you can file for Writ of Mandumus to direct the authority concerned to expedite the proceedings or to dispose your representation within a time period specified by the court.

Remedies to be exhausted depends upon the facts and issues involved. In a disciplinary case, it is not necessary that revision, review or memorial need be given. So also, the Government servant can approach the CAT if the representation/appeal is not disposed within six months.
The CAT is to be moved by filing an Original Application - there is no categorization as Writs.
In urgent cases, the CAT could be approached without exhausting the administrative remedies.
