Regarding forming national association and other legal matters

As compare to other countries (US, Canada, UK, Singapore, Australia etc.,) In India, there is No licensing / registering regulatory council / board for professions in the filed of Psychology. Lot of peoples working at the name of Psychological counselors, psychologists, clinical psychologists, school psychologists, educational psychologists, Industrial psychologists etc., But legally, still the central government not form any council or board to register the professions.
In many places, the uneducated or unqualified peoples practicing as the above mentioned designation.
we have few doubts:
1) How can we approach to the government to form licensing or registering regulatory council or board? what are the legal steps?
2) is it possible to file petition about this matter in the court?
3) If yes, Is it enough to file a petition in the state High court?
4) In what way we approach or file petition in the court?

You can think of filing a PIL ( Public Interest Litigation) so the court may direct the govt. to form regulatory body to control such professionals.
You need a lawyer to do so.

PIL is the right approach, if you have sufficient data in support of your case and cogent reason to justify your demand.

As rightly observed by the author, there is no regulatory body or council for practicing psychologists including the clinical psychologists. In fact there are some private institutions who train student in psychological counseling, hypnotism, mesmerism and few other related subjects, but though the institutes are registered bodies, their course are not recognised by government of India or by the state governments too. The psychology student who want to pursue the related course through such institutes are doing so at their own risks but in the absence of the referred council or statutory body governing the recognition of such studies, the institutes make merry out of the sources by dictating terms.
Thus as suggested by experts, solution will lie once anyone bells the cat by filing a PIL in the court, which will open or introduce some ray of hopes to the aspirants of this field.
