Regarding legal verification of land in pune

Respected Sir/Madam
I am a representative of a charitable trust, Our trust is intended to purchase an agricultural property in Pune District, for a Gurukul(Religious School)of maximum of 50 students and an Ashram for the Spiritual and worldly alleviation of Mankind.
For the above mentioned purpose, we chose Taluka: BHOR of Pune District, as it is Naturally Beautiful and Property is within our Budget. We have visited land-sites but want to verify following Legal issue with you,
1.How a charitable trusts working on Education can purchase an Agricultural land in Pune, Maharashtra?
2.There are categories for land use, as Green Zone and Forest Zone. Which category of land is suitable for our purpose? As we are intended to keep maximum land use for Agriculture, Horticulture and Forestry, and only say 30-35% land will be used to set up eco friendly architect (mud houses and natural houses) and water harvesting. Our campus will of national and international importance and will offer service to mankind.
3.The Property we have chosen at this time comes under Kheti Vanikaran Zone; can we go with this property for above mentioned purpose?
4.What are legal processes for Zone conversion, say if we needed to go for this? What will be the cost of conversion to suitable zone for an Acre of land? How long it can take? What are risk factors in going with this property?
5.What are the documents needed to go for complete legal verification of the title of the land.
Please assist me in these issues, for which I and our Trust will be ever thankful to you and will acknowledge your valuable contribution in making of a new Spiritual Awakening to mankind.

in maharashtra only an agrculturist can purchase agricultural land . if you desire to purcase agricultural land you will need prior permission of collector
Transfer to non agriculturist barred under Section 63
No sale, gifts, exchange or lease of any land shall be valid in favour of person who is not an agriculturist. However collector may grant permission for transfer under the below mentioned conditions:
a) Such a person bona fide requires the land for a non agricultural purposes; or
b) The land is required for the benefit of an industrial or commercial undertaking or an educational or charitable institution; or
c) Such land being mortgaged, mortgage has obtained from collector a certificate that he intends to take the profession of an agriculturist and agrees to cultivate the land personally; or
d) The land is required by co-op society; or
e) The land is required for cultivating it by a personally by a person, who, not being an agriculturist, intends to take to the profession of agriculture and to whom collector has given certificate that such person is intend to take to the profession of agriculture and is capable of cultivating land personally; or
f) Such land is being sold in execution of decree of a civil court, or recovering arrear of land revenue.
