Dear sir I m working in public sector undertaking, I want to apply for other psu or govt. sector but company where I m working currently refuse to give NOC giving plea that there is shortage of manpower in the deptt. How they can bind me here if they are not recruiting. And how they can decide or spoil my career. Please sir advise me .

did you agreed with any agreement before joining current working company if yes, what are the terms and condition for termination of the job, basically normal terms is notice period 1 month should follow.

In the agreement only bond amount I have to pay .there is nothing about any other term and condition. But I need NOC for appearing in interview in govt. sector,there is rule if I want to switch over my job from govt. company to govt. company I require NOC from my current .can I challenge in court

NOC is always at the sole discretion of the employer to keep the interest of the organization ahead of the employee's interest.
You should try to understand, they have recruited you for the purpose of accomplishment of their organisation's own goals and objectives, not to get their work suffer by making the organisation, as a sarai/ sharamshal (inn) for the job changers.
You can't seek NOC as a matter of right. Try to get NOC by goodwill of your employer by convincing the controlling authority about your career development.

Go higher boss. To release you or not can be decided on circumstances, that can change at any time. a leave for a single day .requesting is best way.

Yes. go to the higher authorities. In any case on refusal of NOC you can go to writ court at the cost of risking your relationship with the employer for ever.
