Regarding noc from present employer

Sir,I have been working in ICMR, Dept. of Health Research, MoHFW, GOI since 1988. Recently in response to an advertisement by AIIMS for recruitment of Assistant Professor in various discipline, I submited my application on line to the concern and sent other documents by post as it was mentioned in the advertisement that "those working in central/state Govt./Public sector should submit NOC from their employer at the time of interview or at the time of joining". I was shortlisted for the interview, hence, I made a request to my controlling officer to forward my application to the appointing authority to issue 'NOC" with a copy of my application and other relevnt documents as attached with the original application two weeks before the date of interview. I was denied 'NOC' by the controlling officer, who told me verbally that I did not apply "through proper channel", which was not mentioned in the original advertisement. Despite this, I faced the interview and expecting that I would be selected. But if I don't get NOC I will not be able to join the new post. This will completely jeopardise my career.
Please suggest me, what to do and what would be the best option for me in this situation.

what is the proper channel as suugested by controlling uathority?
make another application and mention that earlier application was made but inadvertenly it was not done follwing the procedure laid down

if at all you get selected than give one months notice and see.
use your right in a proper way.

he can get selected only when he is considered.
he can be considered only if he has NOC
practically there is no remedy.

have u been apprised of any grounds for refusal of noc on your application to the controlling authority ?
