Regarding occupancy right certificate for inam dry land

sir,
Whether occupancy right certificate(ORC) for inam dry land (in andhrapradesh )that may issued for heirs of an occupant(in year 1972 ,occupier is in possession and he does not take ORC at that time,now their relation heir who was in posession in that house ready to take ORC),
1)Then ORC comes under category of Title deed or B-pharm patta
2) whether ORC will be given now also i.e year 2011 in vijayawada(andhra pradesh)
3)To whom we have to make such application whether MRO(urban) or RDO(urban) if that present house area comes under municipal corporation limits of 3 kms of vijayawada(Andhra pradesh)
4)What is the fees we have to pay to government(Actual value of house in that land is 30 lakhs)
