Dear sir,
I was perusing a pg diploma (medical) course from a government institute (2022-2024), where we were not informed about any service bond at the time of admission, although a ‘3yr/50lac’ bond was posted online on mcc counselling portal for information of students by the same institute.
Since they didn’t tell us at the time of admission we thought there’s no bond. On questioning , we didn’t get a proper response.
A month into admission, they sent us a notice to sign the bond. We didn’t comply and didn’t signed the bond till date. They reduced the service period from 3 years to 1 year and amount from 50 lacs to 20 lacs. Now we have finished our course and they are asking us to sign the bond (1yr/20lac) and complete the service, and not returning our original documents.
I understand holding documents is illegal and I can get it back. My main query is, can government impose the bond on me even without signing any contract ?

Ignorance of law cannot be claimed as an excuse.
You have signed the papers accepting the conditions of the course and it is a part of the course.
If you are not willing to comply with the conditions you may be subjected to legal consequences as per law hence better look for an amicable solution instead of agitating over the issue and getting your career spoiled

On the MCC counselling portal, a 3-year/50-lakh bond was posted for information. This means it is a must, and you have not signed the bond; you applied, which means you agreed to it. So as advised by the learned expert Sri T.Kalaiselvan sir you shall go for an amicable settlement to avoid legal complications.

You were well aware of the terms and conditions for admission in PG course conducted by the institute, ignorance cannot be an excuse at this belated stage as opined and advised by learned experts herein above, which I fully agree and appreciate their acumen.
