The incident has not occured yet. So, no chance to assume on hypothesis.

By the way, do you apprehend any specific reason for your non-relief by the institute? Reasons for non-relief may be tens or hundred, for which you should not expect the experts to presume for you, as only you may know the real background of your own supposition.

Do you POD,acknowledgement of resignation submitted by you?

Submit a gentle reminder under proper acknowledgement addressed to good offices of appointing authority, Chairman etc and affirm that no tasks are pending at your end and to whom you should handover the charge!

Sir as expected employer did same. They issue me a letter saying that you cannot left until the end of semester. I waited till semester end but authority is not responding well I have completed my all work but still I did not get my relieving. Suggest me what short of action I can take against employer.

Thanks

My suggestion is,

you have served the notice period. But the employer had not relieved you. You can send a letter by RPAD that your contract comes to an end automaticaly by the end of the notice period.

This is enough.
