Regarding the money

sir, i have just received a problem like that, that a dumb man started deposit money to a local person to whom he trust most and now a days that money is more than 1 lac rupees but the problem is that a person who had the responsibility to save it is denied to save further and he want to give him the entire amount to dumb person and he want to release form such responsibility and he want to handover such responsibility to another one who is ready to deposit such amount by the consent of that dumb person. Now the person in whose possession such money he want to handover such money in the presence of the other two person and he want to write on the stamp because he will not face any problem in the future. so which kind of document should be made on stamp i can not understand weather affidavit, or any other document please reply me ..... it is one of the noble cause for a dumb man.

issue demand drfat of rs 1 lakh in favour of dumb person . obtain a letter from dumb person that he has received the said sum of rs 1lakh and that no further money are paybale .
let the dumb person open a bank account . place the money in fixed deposit by dumb person

is there any other way? sir because dumb person want to appoint a person who can save his money accept bank. because he illiterate and he do not want to face banks.
