If the address furnished in the application is correct, you can insist UPSC for POD and prove them that you have not received the communication from them. If the same is established, UPSC will issue fresh notification for conduct of medical tests if the vacancy exists.

did you furnish correct residential address? how is it that all other candidates got intimation and only you did not do so .
why did you wait for 1 year ? if you did not receive intimation within a month you should have made inquires in this regard .

The question arises, how you could come to know that "they asked cmo lucknow to arrange medical of every candidate."
The observation of the employer seems to be very correct, as even after 3 years of the letter of 2011, as received by you, your silence is not understood.
Had you been interested in the job, you could have contacted the CMO's office to register your name for medical examination immediately after you came to know about requirement of your medical examination.
I wonder to know, if you are already working as a Director of some organisation, why you should be interested to serve at the Junior Time Scale Group-A post of Asstt. Commissioner in state Government? I can guess, that can be the reason you did not show any interest for the job and curiosity to contact the CMO for medical examination. The CMO was not obliged to contact you, rather you were obliged to contact his office for medical examination as a pre-requisite of entry in Government job.

Represent to the UPPSC office by mentioning all the facts. There is all possibility that they must have endorsed a copy of letter of CMO to you. If no information ever was sent, request the UPPSC to reconsider the decision and in case of denial adopt legal path.

If you are already Govt employee youo were not required to undergo medical examination or police verification unless this material fact has been hidden.
