Registration charges on property

We have registered a partition deed on 25-05-2012 and paid the registration charges as per the Registrars demand Rs.70,000/-. But now i.e on 23-09-2013 the Registrar has sent a demand notice for deficient registration charges of 45,000/- Whether the Registrar is right in demanding the amount that too after a full one year. What are the remedies available for us for refusing the payment. The fault lies with the Registrar's Office. This is of Hyderabad's AP, India's issue. Thanks for the replies / guidance to be received.

contact a local lawyer . it is necessary to go through the demand notice to advise . the basis on which additional demands have been made .
