Registration of apartment in hyderabad

We have an apartment in hyderabad & when we went to the sub registrar for registration, it was told by sub registrar that though our flat falls in builder quota, he will register only if landowner & builder come for registration which is not happening due to payment conflicts beween the two. My query is
1. Can a registrar stop registration in above when neither the builder/landowner have filed case in court.
2. If the apartment falls in Builder quota, must the landowner be present for registration.

1. landowner has only right to sale the apartment so without him the registration is not possible.
2. Yes but builder is also required to come present as attesting witness so as to avoid any future conflict.
