Regularisation of constructed house without permission

i have purchased a house 10 years back. Now I want to sell it. The person from whom I purchased had build a house in 1000 sq ft in a total area of 1600 sq ft area without blue print, without sanction or guntewari in the year 1988 during the gram panchayat era. Kindly let me know from where can I regularize it as on date and what is the likely penalty

If the land still comes within Gram Panchayat area then get it done from Gram Panchayat and if the same forms part of municipal area then after paying penalties, get it done therefrom.
