A release deed executed by a registered document alone is valid and for registration the applicable stamp duty has to be pid.

Release deed is compulsorily registrable document u/sec 17 of Indian Registration Act. Stamp duty and registration charges has to be paid to applicant.

Release deed has to be registered, which do not attract any stamp duty in Delhi, however, Stamp Duty is a state subject, verify in your case, if it is a true story.
