Can a Manufacturer/Seller file a suit for rendition of accounts against buyer, upon non settlement of his Bills ???

With what right over buyer's privacy and personal accounts? Your question seems to be quite incomplete without giving any background of the case or your business relations with the buyer why and on what count you want to have an access to the personal accounts of a third party.

Sir, In civil court for settlement of accounts, where he accepts his liability and accoding to this court will pass a decree

That is not a ground for the manufacturer/ seller to have an access on the private/ personal accounts of a third party. You have still avoided to give any background of the case. Reply actually depends upon the crux of the problem.
