I have been taken a building on rent for the last 12 years and still peaceful possessin over the land without any rent agreement. The landlord always refuses to sign any rent agreement. I have rent receipts for the last 12 yers, signed by the owner and his agents. Last year he increased Rs 500 in place of Rs 1500 per month and this month he orally noticed to increase again Rs 1000 from next month.
He nevers hears any of my requests, so can I pray to the Hon'ble H.C. to get stay on the rent increase as per the Supreme Courts new Rent Law to increase the rent by 10% in every 3 years or give the increased amount without any conflict?
Pls. suggest the alternatives.

your landlord is indeed foolish . he has placed you in posession of property ie building without any proper agreement .
in such acase if tenant does not vacate landlord will be in deep trouble .
negotiate with landlord for staggered increase every 3 years .

your land lord can not enhance rent as per his personal whims.Do not allow him to do so.

You can approach the Rent controller for fixing the fair rent for your building. Till then you can deposit the rent in the court.
You are in possession as a tenant, this is enough for you. Staying without agreement will not harm you anyway.
