Require help in registration of property

Respected Members,
Let me explain history first...
My mother had purchased flat in apartment in 1995 the land on which our apartment is builded was a property of a old lady. Our builder/developer made a developement agreement with that lady and developed our apartment. He also made POWER OF ATTORNEY which is NOT REGISTERED. That time he made only agreement not final conveyance/deed of apartment. My mother is illiterate and thought that that was the final deed and the developer also convince it.
Now we have to register the agreement with the registrar. And one more important thing is the owner of land is pass away and their heirs are not ready to take any part hence they are not aware of all of it. The developer says that this is not my job to make the register agreement and to earn expenditure.
We were totally unaware of all those things. And need a big help on the issue. Please suggest me on the issue and I will be very much thankful to all of you..

It is very much job of the Developer to register the deed of conveyance.
File a case before the consumer forum and ask for registration. The Forum apart from directing the developer to register the deed would grant compensation as well.

It is better to directly contact the legal heirs of deceased owner and get the direct registered sale deed by paying them some money otherwise legally you have no right over that property.
