i am a govt owned company employee i resigned 4 month ago(non technical resignation)as i get another group \\\\\\\'A\\\\\\\' job in central govt i do not apply through proper channel. i am ready to pay bond but after resignation the forwarding authority commented on note sheet that a case of theft(which is fake)is pending against me.the resignation is not forwarded till date.the file is held up no corresponded of any kind is made to me in this regard ,i left the place after giving them a reminder and a intimation.i do not have any information about any case or inquiry is imposed upon me till date .surprisingly every month i receive a letter indicating \\\"my resignation is under process and i am absent from duty join or inquiry will be initiated\\\".
when i reached top management they ask for the case as the local management did not satisfied the top management about the genuineness of the matter and then issue letter lower management asking for no dues and vigilance clearance,they verbally told me that they are interested only in payment of bond if no charge sheet is issued till the date of resignation, the theft loss/claim is not there concern.they will send demand note at your local address. to avoid trouble i verbally said to the top management that i am also ready to pay theft loss if claimed by them.but local management is not clearing my dues they r much interested in conducting inquiry and file charge sheet (they do not have authority to charge sheet me they send it again to the same top management for recommendation)also they do not have any solid poof against me to lodge inquiry.they are just doing it for ego issue and create delay to retain workforce what should i do to get reliving letter,i do not want to involve in legal action plz help/give suggestions.my joining date in the new company is very close and asking for re-leaving.

PLEASE DO NOT UNDER ANY CIRCUMSTANCES ADMIT THE PAY THE THEFT LOSS.
You should not volunteer to go to jail by admitting the theft.
Put RTI on the progress of resignation.
Who is your appointing authority, local or top management?
What do the CDA rules of the PSU state regarding deemed acceptance or resignation.
If you have not cleared probation then you can submit notice of termination as well.

You have applied for the new job in the
Govt directly and not through proper channel. This itself constitutes violation of the staff rules of the Company. If the management is fussy about this, they may create hassles on account of this.Have u mentioned about the company job in ur application for the post in the Govt? If not, this may land u in further trouble in the Govt. You seem to hide certain details of ur service in the company. Were u on account of ur position responsible to account for any belongings of the company which u had failed? In order to avoid complications better meet the concerned officials and settle the issues.

i am not going to admit the theft but
i am willing to pay as it is very badly affecting my feature.
i do not file RTI till date.
the local management is saying along with bond they send demand note for the losses.till date no official communication is send to me about the theft nor any inquiry is made against me.
my apointing authority is Chief general manager,local management(HOD) is DGM & top management is DGM(HR).
PSU is govern by central govt rule.
i just completed my probation but confirmation is not issued.
my selection in new company is not known to any body

they generlay do not forward application through proper channel in bond period(5 years) i have tried many times but failed.when i talked to local management they say nothing accept that they are sending the current cost of the item to me along with other dues.

On one part you say that you are not admitting the theft and also say that you are willing to refund the cost of theft. By making the refund what else (other than admitting theft by you) do you think you are doing.
In case you are satisfied in your own shell that willingness to refund is not admission then send the said willingness to the CVO of PSU and you can expect prompt chargesheet/FIR against you. If FIR is given (for which local office is competent if adamant may nto seek permission of head office) the police will have an easy case.
