in my case the total organization is not in the mood to harass me but the local station head is not releasing the last two months' salary so the calculation of terminal benefit is becoming impossible for the administration. it is a C P S U . Can i start a case against guilty station head for asking a stay on his every payment reg. his salary also on this regard?

It is better to settle the dispute amicably.
The legal action may bring the result but may not be in desired manner or time.

You can only get your dispute redressed through court but cannot get stay order against the Station head like stoppage of his salary and so on.
