Mr. anonymous u have included two query at the same time. the grounds of second appeal ought to be special which also include the question of law.

Why it was dismissed? Wherether on merit or defualt.
For what reason it was dismissed. If it is dismissed for defualt then you know the reason.

if ur application for restoration is dismissed then there will not be a second appeal but a revision.

since the details given by u are insufficient, its difficult to give appropriate advice.
