Dear Experts,
Revenue stamps can b used 4 postal service?
Generally Govt Dept's use so,
in that case,
can a non-govt dept/other public people can also use in any case.
Please clarify

Revenue stamps cannot be used for postal service.
It is not correct to say that Generally Govt. Departments use Revenue Stamps. What the Government Departments use is a special stamp like Govt. of India Stamp or other such stamps BUT CERTAINLY NOT REVENUE STAMPS.

No!not at all, revenue stamps or stamp duty is a "tax" imposed on a "transaction "by law.
As against it postal stamp is a "fee or charge" taken for a "service"
A tax can not be imposed except by a legislation,so no non government or any body of general public can realize a duty unless authorized by a legislation for one reason or the other.
but service fees /charges can be realized but in cash or various instruments recognized under Negotiable Instrument Act,BUT AGAIN, NOT BY POSTAL STAMPS, AS THAT IS A SERVICE OF UNION OF INDIA BY ENACTMENT OF POST AND TELEGRAPH ACT .

Dear Guru Murthy,
Revenue stamps can be used to acknowledge receipt of some specific amount exceeding 5,000/-. It does not have any concern with the cost of services rendered by the postal department. Postage stamps or franked stamps are used to pay the prescribed cost of services of the Postal department. Any postal article fixed with revenue stamp is treated as an unpaid or insufficiently paid article, which is taxed double the amount of due postage charges and collected from the receiver of the article at the time of delivery of the articles, or if returned, from the sender of the article.
Government departments use specially designed service postage stamps that contain the national emblem. The revenue of such postage stamps also goes to the department of Posts, as is debited to the respective Governments (Central or State). These postage stamps meant for the the Government organisations cannot be used by the public.
