Review/Writ on the CIC decision

In one of the decisions, Hon’ble Information Commission, in a second appeal case, has given ambiguous decision and nothing can be made out of that. His role was also partisan to help the Public authority. No penalty was imposed for not providing the information by CPIO within even 4/5 months. Hon’ble Commission also based his decision on some of the documents, which were never part of the Appeal nor were these ever seen/perused by the concerned IC. I want to get the decision reviewed or to go for Writ. Respected Experts may kindly shower their advice in the matter through this Forum.I would also be thankful if some names of the Advocate for Delhi High Court are suggested.
