RIGHT TO INFORMATION FOR COMASSIONATE APPOINTMENT

If I seek detail information, under RTI, about compassionate Appointment for a specific case from CRPF, is it in contravention of Schedule - II of RTI Act? If so and the case is rejected by CRPF on eligibility criterion which was not disclosed rater presented in a manner by CRPF to develop an misleading impression resulting into issuing an undertaking by the applicant to go for no other post but the post eventually rejected on medical groundand can it be trated as human right violation?

RTI is well suited to the designs of people in power who can on some pretext or other evade responses to cover up the actual facts.
