Rights of ist floor owners

Please guide whether owners of Ist Floor & IInd Floor install their corporation water motor peratining to MCD Line, electricity meters at ground floor as per law or do they have to install at Ist Floor only.

E'ty meters R generally placed at one place on the ground floor for ease of accessibility by the service provider.
Water motor may be installed on the gr. fl. depending on the space available & terms of purchase. Otherwise it will have to be installed on the upper floor.
