Misbehave is not covered under society bye laws. You can find out rules in society bye laws and society act.

You can get copy of bye laws from registrar office through RTI.

For misbehave discuss with local lawyer and in case of need lodge police complaint.

However amicable settlement would be the best solution. Long legal battle for this issue may not fetch desired results.

Obtain society bye laws, model bye laws.
Your local counsel can advise you on complaint for misbehavior and violation of bye laws.
If possible resolve amicably.
The litigation can be protracted and costly and stressful and may be of NO use if there is NO sufficient ground and merit.

1. DELIBERATE & MALICIOUS "wrong heckling behavior" with fellow-citizens, leads to Physical & Mental discontent & stress and strain, thus leading to revolt and formation of anti-social groups.

2. File periodic & repeated complaints with the local police station and further take help of some local related NGO, in the matter. Cooperative Laws, have no solution for such nuisances,
