Sir, My father in law want to devide the land for his daughter and son in 25 cent converted land. There is a old water way connecting Panchayat road and ends at out land which wea are suing as access road to our house 30 Now we are facing problem for layout. Is there any provision so that we can claim this way as approay road

If the same is already in the approved lay out, it could be used and you may provide way/road starting from the existing one.

You have to apply for the layout plan to the Panchayat authorities. Then approve plan deducting some part for road development. It is a must.

Obtain layout plan. If Panchayat / concerned officer does not provide, ask through RTI.
Show all documents and discuss in detail with local lawyer.
