You can Just Post the Application writing Income Tax Officer Ward No 46(3) New Delhi and it should reach its destination. However I presume Range 46 is having jurisdiction over the assessees having income from Salaries and its office should situate at Mayur Bhawan Building Office of Income-tax at New Delhi.

Dear Mr. Chugh,
Thanks for your reply.
I am not getting refund of excess TDS amounting to Rs.67,000+ made by my prevoius employer for the Assessment Year 2011-12.My said employer did not suffer for their gross mistake but I as an innocent person suffering for it.I as a senior citizen facing serious financial constraint for their lapses.This is the peculiar legal provision in our country.
I desire to seek my status by seeking a query under RTI.For the said purpose,their full present address is necessary.They have recently shifted their Mayur Bhawan Office to a new place but I am not getting the full address of ITO46(3).As such my letter has come back from the courier.
