You address RTI to PIO u/s 6(1) of RTI Act of RTA or Regional Transport Authority or Regional Transport Office of your state and soon you'd get reply.

Let me put the queries again as:
1. Can information on validity of a particular Driving License on a particular date be denied under RTI?
2. Can information on name of the person holding such DL be denied under RTI?

You can very well ask…from O/o DTO,RTO and/or designated PIO in office
