Rti in local incometax department

my friend has income tax return a.y.2009-10 by manual(not e-filing) and claim refund 18350/-. But till date they have not received refund cheqes. he has also provide TDS form-16A to income tax department.they has request to department officer to get his refund but officer do not herd request. my friend suggestion to advocate that APPLICATION UNDER RIGHT TO INFORMATION ACT. SO I KNOW TO THAT WHICH PLACE AND HOW TO RTI.

file RTI application at that place where ITR submitted. you can download sample application at www.rtiindia.org.

Instead of filing RTI application, your friend should see the status of his application/refund voucher online on the official site of IY department.
