Rules for govt office to rceive letter

Whether Govt. office is bound to receive any letter without verifying the content if someone go to receive it directly.

Can Govt. office refuse to receive letter.

Is there any GO or Rules or citation instructed Govt. dept./administration to receive letter without whatever the content.

There is no rule GO in this regard.

refusal to receive a letter amounts the letter have been served.

in case of RTI request, refusal to receive is punishable.

Govt. offices are bound to receive the letters. Even receipt clerek has nothing to do with the contents of the letters and only after its due receipt, such letters are sent to concerned sections.
