I have heard that there is SC ruling which holds salary as a matter of right. That is nobody can withhold any government servant's salary if the employee has not been punished with 'dies non'. Can anybody provide link to the complete judgment?

Mo ruling is required for this as it is a law as per Minimum Wages Act,Contract Act and above all Constitution of India.

Sir, thank you for the reply. But is there any SC or HC ruling that says that according to the provisions of Article 21 of our constitution, an employee's salary/wages can not be withheld? Because I could not find any specific reference to this effect either in the Minimum Wages Act or Labour Act. Otherwise, it would be difficult to link the provisions in the absence of a SC or HC ruling. Kindly give your views.
