Hello Sir,
I understand people make 2 agreements to sell one for guidance value and other for full value and then destroy the second at the time of registration. any caution and approach to be taken on this.

I am not aware of 2 agreements.
All execute one agreement for sale only.

Agreement to sell will be executed for the actual value but the sale deed will be valued at the govt value so as to escape from the stamp duty burden

stamp duty can not be avoided even if you mention lesser value.
The stamp duty is calculated by the govt. at the time of registration which has no connection with the actual sale price.

it is knew to hear that two types of agreement, while register the property you must pay the appropriate stamp duty to government as per the guideline value

This is illegal approach if exists, saving illegally govt. dues can not be supported.

There are no two types of agreement, further any unregistered sale agreement is invalid before the eye of law, so it will not make any difference even if you enter into ten different types of sale agreement for the same property as they will not be enforceable in law.
