sale deed not executed by builder

why builder is saying sale deed is not needed. he is going to do a conveyance deed after selling 60% of flats bank is asking for sale deed for top up loan.

pls verify the title deeds of builders proprty ,sanctiond plan etc before competent authority.

Both conveyance deed and sale deed is same.
If the same is not done by builder you can file a case in consumer forum for the same.
