Section 89.....Govt. service...40% arrears...

I am in Government service.Last year we received 40 % arrears, which I failed to claim relief under section 89. Can I claim the benefit this year along with 60 % arrears.Please advise.

Yes. You can very well claim the unclaimed arrears his year even.

That is Can I claim under section 89 through form 16 straight away this year (40% + 60%)sir?

File Form no 10E and claim your unclaimed arrears for the year in question.
