security committee regarding car park

Ref: my post on 7/11 regarding notification
to police station about security agency
for residential flat's car parking.
Thanks all the respected lawyers for your's
valuable advices.now related to that another
two queries.pl.suggest.
1)one man committee for looking after security of the said car parking to be registered or not? if registered then which
way?
2)for monthly contribution by the residents
money receipts to be given or not?
