How important is seniority in government origanisation ? How is an employees seniority preserved ? What are the conditions which affect one's seniority?

when the recruitment is made by selection, the order of seniority will be determined by the order in which the candidates are arranged in order of merit by the appointing authority in consultation with the Public Service Commission or other authority making the selection.
The principle of determination of inter se seniority amongst direct recruits and promote officers makes it clear that for the purpose of fixation of inter se seniority, the date to be reckoned for the direct recruits is “the date of appointment.”

Thanks for the reply. In layman's language, i understand, one of the basis of seniority is the date of appointment. Any person of the same cadre joining after the date of appointment will be considered as a junior. Please correct me if i am wrong.

It is but natural that any person joining the organisation after the date of yor appointment would be considered your junior.

Yes. The date of joining is not the criteria for seniority. In the Public service examination, the selected candidates will receive appointment orders with a condition, that the candidates shall join the duty within 15 days from the date of this order in such cases, the candidates join the duty on different dates, but their seniority will be fixed on merit list and in such case the date of joining is not criteria.

Anyhow, seniority in public service is determined on the basis of the position in the merit list, and, not the date of joining.
