Is payment of service-tax compulsory on services taken from State Police Department, though not claimed in bill/invoice raised by State Police Department.

Thanks to all for valuable advice. My question is in reference to "CBEC Notification No 45 & 46/2012 dated 7th August 2012 enlarging the scope of
reverse Charge mechanism." Please advise is service tax to be accounted for in the light of above notification for the security services obtained from State Police.
