My Client Given Meals to In-Patient at Govt Hospital. Type of Meals advice by Doctors and no meals provide to relative of Patient or doctors. Is a Taxable Service or not

How much is the turn over of the business?
Whether it is charitable or paid?
Whether the "meals provider" is a proprietor, private or public entity?
Whether the said meals provider is licenced and registered with concerned authorities?

Meal Provide is Paid
Service Provider is Proprietorship
Yes Meals provider is in contract with concerned Authorities
